Evolve Life Solutions Service Organization is in support of policies that align with our mission, in hopes that every high school and college student has access to an educational system that promotes/supports emotional and mental health. Teens and young adults need support, strategies, and tools to help them deal with challenges (mental and emotional) to reach their full potential. Two congressional bills that ELS supports are:
Bill #1:
H.R.1803 - Youth Mental Health Act of 2021- Congressional Sponsor - Rep. Tony Cárdenas, California
This bill, introduced in the House on March 11, 2021, would authorize the Secretary of Health and Human Services to establish a grant program to promote comprehensive mental health and suicide prevention efforts in high schools. Specifically, the bill would authorize the award of matching grants to enhance services in secondary schools for students with mental and behavioral health issues that can lead to failure in school, such as depression and substance abuse. Bill referred to the Subcommittee on Health on March 12, 2021.
Bill #2:
S.1204 - Higher Education Mental Health Act of 2019 Congressional Sponsor - Sen. Bob Casey, Pennsylvania
This bill, introduced in the Senate on April 11, 2019, requires the Department of Education to establish an Advisory Commission on Serving & Supporting Students with Mental Health Disabilities in Institutions of Higher Education. A report will be sent to the Secretary of Education, outlining present challenges and recommendations for increasing opportunities and improving educational quality. The following outlines the specifics of the study and pending report: (1) services available to students with mental health disabilities in institutions of higher education (IHEs) & the effectiveness of such services in supporting students; (2) the impact of policies and procedures, such as reasonable accommodation and disciplinary policies, that help or hinder the goal of providing equal opportunity to these students; (3) the use of protected health information of these students by IHEs; (4) the impact of providing mental health services on a student's academic performance, well-being, and ability to complete college; (5) conclusions on the major challenges facing these students; and (6) recommendations to improve the overall education, retention, and graduation of these students.
